Cabin Operations Training and State Safety Programs (SSP)

SIRM AFI - Cabin Operations Training and State Safety Programs (SSP)

Cabin Crew face daily challenges in maintaining cabin safety standards, advancements in technology, sociological and geo-political tension and the demands on aviation have all served to make the cabin environment more challenging, both as a consumer and as an aviation professional. The influence and impact that cabin crew have on safety outcomes should not be marginalised and it is important that training needs, and regulatory support is updated to reflect the current demands and responsibilities.

The Kenya Civil Aviation Authority (KCAA) has embarked on a program with the African Civil Aviation Commission (AFCAC) to identify and enhance training provision to Cabin Crew in the region of Kenya. As well as enhancing the training program, the KCAA has also identified that the National Aviation Safety Plan (NASP) could be more reflective of the importance that cabin teams have on safety outcomes. The collective gains for such a program, which should be encouraged and supported are:

  • Standardization of training with a unified training vision
  • Developed homegrown capabilities for training
  • Strengthen regional integration
  • Efficiency (cost, time)
  • Improvement in regulatory standardization

It was highlighted that such a program would be challenging for the KCAA when faced with implementation, including:

  • Capacity building
  • Cost
  • Availability of key actors
  • Alignment with key partners (Regional Safety Oversight Organizations and Regional Air Transport Associations)

With close integration, liaison, and a will to achieve, the challenges are not insurmountable, and will of course require the cooperation, desire, and dedication of Operators.

Call to Action - Industry

  1. The industry should fully support the ambition of the KCAA in the implementation of a unified and integrated cabin training program.
  2. Operators should be endorsing safety through the entire organisation, including cabin safety. (Safety Leadership).
  3. A more robust integration of cabin safety into Safety Management Systems (SMS).
  4. Enhanced training for Cabin Personnel such as Competency Based training (CBTA) and Evidence-based training (EBT) principles.
  5. Encourage robust and detailed reporting from the Cabin teams to support data gathering and analysis.

Call to Action – IATA

  1. IATA fully supports this initiative and will act to influence a positive outcome.
